STOP SMUGGLING OUR SUGAR, YOU COLONISTS!
Sugar was taxed, but the colonists smuggled sugar so they the wouldn't have to pay the king. The first act Parliament passed after the French and Indian War was the Sugar Act of 1764.

Grenville hoped that if he lowered the tax that was already on sugar, the colonists would stop smuggling the sugar and pay the tax.
