This is significant because Starr is finally understanding what the word brave is. She wants justice for Khalil and this is what will determine that.
Starr is not only standing up to Hailey, she is standing up to all the people that make Khalil out to be someone he's not. She is fed up with the accusations and assumptions, and she does not care if she is "Garden Starr", she just wants to make a statement.
This is the climax of the novel, so it is pretty important. All Starr and Just Us For Justices' hard work was pointless. Despite the clear evidence against him, another white cop got away with murdering an innocent black kid. THUGLIFE also makes another appearance, because what happened with Khalil fits his explanation perfectly.
