- The Mexican government sent Mier y Teran to go investigate Texas and write a report.
- He observed the Anglo vs the Mexican settlers and the ratio was 5 to 1 (for every 5 Anglos there was only one Mexican). In his report he recommended that strong measures take place to stop the United States from taking Texas, like additional garrisons surrounding the settlements. This encouraged more Mexican and European settlers
- The Mexican government liked his report so much that they made it part of the Law of April 6, 1830. This law also prohibited slavery and closed the borders of Texans to the Americans.
