- The First Meeting
- Enough of this foolishness! We will establish articles of confederation, where each state shall have a vote in Congress. Equal power.
- And Congress will have the powers to raise an army, a navy, and set up a postal system. All they need to do is ask the States for funds! Perfect!
- How should we hope to establish ourselves, now that we are independent? We need some sort of a central government...
- Not too strong though... I don't want to lose these rights we worked so hard for!
- In this scene, people of Congress are deciding how to go about establishing their governmental system. They decide on giving each state a vote in Congress, and giving Congress a few powers, only limited by the states...

- Congress
- ...ability to declare war... raise an army, a navy... set up a postal system... There! Finished!
- Perfect! Let's get started with the postal service, then the army, then the navy. Pri-ori-tieees!
- Our toils have finally come to fruition! I'm so happy! (*cries*)
- AHHH! A bee! Help!
- Great. Someone, send out the letters to the states, at once!
- As seen here, Congress is rather ecstatic about its new powers. As the Articles of Confederation are ratified, Congress gets to work. The only thing to do, of course, is to ask the States for funding. Keyword: ask.

- Ah, Governor! Congress sends a message. I don't know what is in it, though.
- Governor
- "Dear Mr. Governor, we humbly request..." Ah, bullshrimp! We do not owe them anything! Virginia does just fine without federal beggars! Tell them NO!
- Yeah! Tell them no! Virginia riches are for Virginians!
- In this scene, the governor is with some followers when given a letter from Congress asking for funding. He is ardent in his opposition of giving anything to Congress, as are his supporters, while James Madison observes this all from a distance.
