Jem didn't stop until all of the flower heads were gone. He must have taken umbrage at Mrs. Dubose's philippic about Atticus earlier that day.

With all the flowers gone, Jem then decided to take the rest of his anger out on Scout. In the text it says, " I didn't shut up and he kicked me. I lost my balance and fell on my face. Jem picked me up roughly but looked like he was sorry" (118).
