The President is the head of foreign policy. In this role the president works on foreign issues, like making treaties and negotiations with other countries. The President is also the chief policy maker/legislative leader. In this role the president can call Congress into special sessions. A benefit being president is that they travel to foreign countries on a private airplane.
Governors have the authority to appoint public officials and work on local issues in their state.
