After the Baker v Carr Decision.
Sure, the Supreme Court ruled in favor of Baker, that Legislative Redistricting is Justiciable, which makes federal courts able to intervene in Redistricting issues. they also ruled that Tennessee did not violate the 14th amendment with the Equal Protection Clause, and the court going with a "One person, One vote"

The case of Shaw v. Reno is mainly revolving on Racial Redistricting, and how it violates the Constitution. Shaw and other citizens of NC believe it was unfair and how it violates the 14th amendment based on the Equal Protection Clause, which makes everyone no mater race or ethnicity equal.
