There was an act that the German government thought would lead to war in the United States. This convinced Americans that Germany was hostile and intended to start a war. President Wilson cited the telegram, Germany's submarine attacks, and Germany's attempts to form an alliance with Mexico. Zimmerman hoped for tensions with Mexico.

Zimmerman was decoded by British intelligence, its contents were published and caused widespread anger among the American public toward Germany. This shifted the American sentiment against Germany, pushing the country to abandon neutrality and enter the war.
