Henry reacted to this by ignoring the pope's rules, naming his own bishops, and trying to remove Gregory from his position as pope. When Gregory found out about this, he appointed a rival bishop and excommunicated Henry. This meant that Henry was excluded from the church and the religious community.

With Henry's excommunication, Gregory freed Henry's subjects from their promises of loyalty to the King. And without the support from his subjects, Henry had no power at all. So Henry visited Gregory in an Italian castle, desperate to end his excommunication.
When Henry arrived, the pope left him waiting in the snow, outside of the castle, for three whole days. Pope Gregory eventually forgave Henry, but the conflict between them was not completely resolved. Later, Henry marched his army to Rome to force the pope from his city.
The conflict ended for Popes and Kings, in 1122, when the church and the Holy Roman Empire reached an agreement called the Concordat of Worms. The Concordat of Worms was an agreement that gave the church the sole authority to appoint bishops but let the emperors give fiefs to bishops to win their loyalty. However, this wasn’t a complete success. This agreement helped but even after Gregory and Henry died, there was still conflict between popes and Kings despite the rules.
