- In 1628 the parliament consented to the financing, but addressed a series of requests to Charles called the Petition of Rights
- The Petition of Rights established that: Therefore the petition of rights was a constitutional act as it placed limits on the power of the king, who was placed under the surveillance of parliament
- Charles was forced to accept the requests, but after the assassination of the Duke of Buckingham, he regained all powers and dissolved parliament.
