- Stephen F. Austin sent a letter to Texas to not be apart of Mexico anymore without asking for permission. Santa Anna found out and thought he was betraying and not following rules.

- As a result Santa Anna sent him to jail and he stayed there for a year. When he got released he was in house arrest for a few months for in case he tried something.
- Mier Y Teran report
- When Santa Anna finally was free and went to Texas. People celebrated his return and he then talked about problems with Mexico.
- More laws
- Sir make more laws for Texas
- When the Fredonian Rebellion happen Mexico was loosing trust and send General, Mier Y Teran to check up on them.
- When the General checked he saw many people not adapting to Mexico's rules.

- The General went back to Santa Anna and told him to make laws because of what he saw in Texas.
