- The revolution took place in France and wanted united states alliance and expected them to help in the war.
- Republicians like Thomas Jefferson and James Madison wanted to support the France.
- Federalist like Alexander Hamilton wanted to go back to and support Britain.
- President Washington took neither side and issued the declaration of neutrality.
- The declaration said that the u.s. would support neither side.
- The french sent a Edmond Genet dipomant to win the american support but didn't persent his credentials.
- He violated the neutrally and protocol which outraged Washington and his political backers in France fallen then he stayed here in the u.s.
