Okay Federalism is the national and state governments sharing power. And because they share power they have different rules, this is due to the 10th amendment which names powers not listed in the constitution to states. Now one government does not hold all the power but in certain circumstances The Supremacy clause is necessary because ultimately the federal law is supreme law of the land. Though in smaller situations federal conflicts happen where states and national governments are not fully in agreement so they compromise.
On top of that, certain issues require teamwork between governments, also known as cooperative federalism.
We learned from so many examples such as the environment, cannabis, the news, and amendments. Thanks Mr. B!
