Sir Stamford Raffles went India to meet Lord Hastings after writing to him on 16 April 1818.Lord Hastings gave his approval for Sir Stamford Raffles to look for a suitable place at the southern end of the Straits of Melaka to set up a British trading port.He advised Sir Stamford Raffles to look for a place that was not already controlled by the Dutch.
After the meeting,Sir Stamford Raffles returned to the Malay Archipelago and met Major William Farquhar in Penang.They then set off to search for a suitable location at the southẻn end of the Straits of Melaka.

Sir Stamford Raffles learnt that Singapore used to be a successful trading port in the past.On 28 January 1819,he and Major Farquhar anchored off St John’s Island,which was to the south of Singapore.Sir Stamford Raffles was greeted by an Orang Lạút, who informed him that the Temenggong of Johor lives on the island of Singapore.The Orang Laut also said that the Dutch were not on the island.

But Sir Stamford Raffles decided to recognize Tengku Hussein Shah as the sultan of John.When he arrived in Singapore Sir Stamford Raffles told him and the Temenggong and they agreed

Sir Stamford Raffles quickly went to see the Temenggong.However the Temenggong told him that the island belonged to the sultan of Johor.So Sir Stamford Raffle's would need the sultan’s permission to set up a British trading port.

Sultan Muhmud Shah of Johor had passed away a few years before Sir Stamford Raffles arrived in Singapore.He was survived by two sons.As the Sultan elder son,tengku Hussein Shah,had been in another Malay state,he could not return in time.Thus, the Sultan younger son became the new sultan.
