  • Do Prisons work? in this part of the storyboard I introduce my topic on prisons
  • i am going to analyse the prison system by looking at a variety of issues that are currently wrong with how the prison system is and what we can do to make them better
  • In 2004 the prison population stood at 70,208 (Parliament.UK, 2013) this is an extremely high number of prisoners
  • This is a figure which has only risen! so what are we doing to lower the prison population??
  • In 2013 the coalition government introduced the prison reform act which highlighted the problems in prisons such as overcrowding and reducing the prison population.

  • In 2012 HMP Hewell was found to be in a unsatisfactory condition this is a issue that needs correcting because prisoners should be brought up in a clean and safe environment in which they should be punished!!
  • even after the Coalition government introduced the prison reform act problems have still not changed another huge problem faced by the government is re-offending rates!
  • It is estimated the taxpayer spends between £9.5 billion and £13 billion a year on rehabilitating prisoners (Norman Baker MP and The Rt Hon Damian Green MP , 2013,

  • "59 % of adults discharged in 1999 were reconvicted within two years of discharge" Home Affairs Committee (2005).
  • The money spent on rehabilitation is wrong the government has admitted this and has therefore tried to hand out community sentences such as electronic tagging to reduce the prison population

  • So are community sentences more effective than sending criminals to prison who are serving a sentence of 12 months or less??

  • The prison reform trust reported in 2013 that "Court ordered community sentences are more effective by 8.3% at reducing one-year proven reoffending rates than custodial sentences of less than 12 months for similar offenders." (Prison reform trust, 2013)

  • Even though community sentences are more effective than prison for offenders who are serving under twelve months what do we do to reduce those who are convicted of longer sentences??

  • It is difficult to say what to do with long term offenders however if we send those who truly are a threat to society to prison and punish those who commit less serious crimes with community sentences then wouldn't the prison population reduce drastically??
