During the Mexican American War, David Wilmot Democrat Proposes an amendment to an appropriations bill, proposing to ban slavery in any land acquired from Mexico.

NO, WE DON'T WANT THIS! IT IS A WAY TO GET RID OF SLAVERY AND CRASH OUR ECONOMY!
YES, WE WANT THIS! WE WANT CAPTURED PEOPLE TO BE FREE, BECAUSE WE DON'T WANT SLAVES!
But when the North and the South had to say something about the law, they were split down the middle. The North wanted the law, They didn't want any slaves. The South however, were needing of cotton at the time, and needed more people to pick cotton for their economy. They had no care in the world for the people, and only cared about the economy.

The Law will not go through, as too many people are not happy with it.
The law failed, but it forced the issue of slavery to the front, and challenged the expansion of slavery among all regions of the United States.
