  • Well there's a muliti step process so • An idea for a law can come from citizens, advocacy groups, the President, or members of Congress. • Sponsorship: Only a member of the House of Representatives or the Senate can formally introduce the idea as a bill. 2. Committee Review • Assignment: The bill goes to a specific committee made up of lawmakers who study and research the topic. • Action: The committee can approve the bill, change it, or ignore it (which causes the bill to die). 3. Floor Debate and Voting • First Chamber: If the committee passes the bill, it goes to the floor of that chamber (House or Senate) for debate and a vote. • Passage: A simple majority is required for the bill to pass. • Second Chamber: The approved bill moves to the other chamber of Congress, where it goes through the same committee review, debate, and voting process. 4. Reconciling Differences • Conference Committee: If the House and Senate pass different versions of the bill, a special committee works out a single, identical compromise version. • Final Approval: Both chambers must vote to approve this final matched version. 5. Presidential Action • Signing: The bill goes to the President. If the President signs it, the bill becomes a law. • Veto: The President can reject the bill by vetoing it. • Override: Congress can override a presidential veto with a two-thirds majority vote in both the House and the Senate, making the bill a law without the President's signature.
