- Before beginning the first Punic war Rome was just settling down from conquering many lands. Rome was expanding fast a furiously with extreme speed. Rome's land army was excellent, so beating these other lands was no problem. However, an enemy with more water tactics might be more challenging, but this tactic was new and unlikely. So, they stuck with their budget on land materials, that where heavy and made it hard to function on land at times, let alone water.

- Carthunage started their war for independence. Rome decided to fight against them in order to keep their land and territory. However, Rome was shocked and unprepared when Carthunage fought back on water. Rome was unprepared and didn't know how to fight back. So, the leaders of the army tried to put together a naval team as quickly as possible. Not only where the scrambling for resources they where scrambling in the water, their armor was extremely heavy . However, they still tried to fight as much as they could.
- In the end Rome did win, but at a high cost. Since Rome was trying to get a naval army together at the same time as the war it cost them much money. Not only money was lost, but also 250,000 lives due to drowning. Their large and heavy armor made it hard to swim and control boats. However, they got their land, Sicily, and where able to develop a navy to defend Rome.
