The government was called “Barangays” and there was no national government. There was no “datu”  strong enough to unite the archipelago into one nation.

BARANGAY 1
Started as a form of village governance by local chieftains known as datus or rajahs. Barangay governance struggled through the colonial Spanish period when barangays were renamed, barrios. The Spanish colonial period of the Philippines began when explorer Ferdinand Magellan came to the islands in 1521 and claimed it as a colony for the Spanish Empire. The period lasted until the Philippine Revolution in 1898. Filipinos refer to their country's Spanish colonial experience as “300 years in a convent,” and with good reason: The Catholic faith is arguably Spain's most enduring legacy in the Philippines.
PHILIPPINE INDEPENDENCE
During the American Era, the barangay governance was turned into RURALCOUNCILS. The period of American colonialization of the Philippines was 48 years. It began with the cession of the Philippines to theU.S. by Spain in 1898 and lasted until the U.S. recognition of Philippine independence in 1946. When the Spanish-American War ended in December 1898,Spain sold the entire Philippine archipelago to the United States for $20million. The Philippines had acquired a new colonial ruler.
MARTIAL LAW
Japan occupied, ruled, and suppressed the Philippines for over three years, until the surrender of Japan. A highly effective guerilla campaign by Philippine resistance forces,(the HUKBALAHAP) controlled sixty percent of the islands, mostly jungle and mountain areas.
BARANGAY 2
“During the Spanish-American War, Filipino rebels led by Emilio Aguinaldo proclaim the independence of the Philippines after 300 years of Spanish rule. AmbrosioRianzares Bautista the act of the Declaration of Independence was prepared, written, and read by AmbrosioRianzares Bautista in Spanish. The Declaration was signed by 98 people, among them a United States Army officer who witnessed the proclamation.
President Ferdinand E. Marcos signed Proclamation No. 1081 on September 21, 1972, placing the Philippines under martial law. This led to a dictatorship form of government. It became a ONE-MAN RULE and it lasted for 20 years!
