- Saudi Arabia is split into 13 different local areas that are "Ruled" by leaders who basically all listen to the current king, King Salman and his family. They rule according to the Islamic laws and laws put in place by the king and his "Advisors" (Family). This often results in severe punishments (Amputating, executions, etc) for breaking of said laws. This creates a strict government ruled by mainly fear and religious outlooks. Along with women being severely oppressed. Needing a male "Guardian" in order to participate in a lot of things.
