Life in 1790-1810 sucked for regular citizens, they barely made enough from working like there was no tomorrow. Making less than 1/100th of what Nobles make from doing nothing, they were wanting some luxury to make themselves happy, but with the introduction of the Hat Tax, their dreams were unlikely. Over some time, they rebelled against the Government telling them to rescind the Hat Tax Law.
