  • Step 1 and 2  Drafting and Introduction
  • Here in step one and two i'll describe to you how a bill becomes a law!
  • Ok, so first we need to choose a law. Lets make a law about Bulling in Schools.
  • Step 3 Reference to Committee
  • Step 4 Consideration by First House
  • So, we have the idea to make a law about Bulling in Schools. First we have to propose it as a law, then we'd have to wait to see if it gets drafted.  Yay! our bill got drafted, now we have to get it introduced, only a member of the General Assembly can introduce it. This person is called the bills sponsor. A reading Clerk will read our bill out loud, and when this is all done our bill has passed the first reading
  • Step 5 Consideration by Second House
  • we say yes
  • i say no
  • Here we see that our bill is being introduced, usually the Chair of Rules and Operations of the Senate Committee or Speaker if the House of Representatives names a committee for our bill to be assigned to and they'll carefully study it.  Hooray! they approved our bill!  Now it will be placed on the calender which is a daily scheduled of business.
  • Step 6 Concurrence in Amendments
  • we agree with the amendments
  • Now our bill is coming into consideration by full membership of the house. the Chair will announce the sponsor of the bill, they will explain the bill and when thats all done they'll ask if anyone if anyone wishes to speak against it. when everyone has been heard a vote will take place. Yay, our bill made it passed its second reading
  • Step 7 Enrollment, Ratification and Publication
  • after everything is finished, and everyone votes, if it passes the it will go to the General Assembly , and then to a different committee called the Chair of the Rules and Operations of the Senate, if it passes then it will go to the actual Senate
  • if any changes were made to the bill while it was in debate, then it will  go back to original house to get looked over again. after everything is made how its supposed to be, our bill will get rewritten for the Governor.
  • after it goes through both houses, its been rewritten the governor will sign it, if he/she thinks its good and dosent do anything to it then it will  automatically become a law
  • This is now a law
