The girl never told anyone about how she was being bullied . She was credulous and gullible because she din't believe in herself.
The girl finally realized that she was stronger than she thought, and decided to stand up for herself from then on.

Soon after, her confidence was tested, and she proved that she was stronger than before. So, she stood up for herself with the spirit of a tiger. This helps us infer that the tone of the song is strong, powerful, and encouraging.

"I let you push me past the breaking point. I stood for nothing, so I fell for everything" (Perry 5-6)
The girl eventually showed up her bully and became a "champion" deserving of a trophy. This symbolizes that the girl overcame her troubles which helped her become more powerful. Not only does this make the girl confident, it also sets the mood as confident as well.
"You held me down, but I got up already brushing off the dust" Perry (7-8)
Now the girl is content with her life and how she feels. She became her own hero and is encouraging her young self to believe in herself metaphorically. This demonstrates that the theme is to never stop believing in yourself.

"Cause I am a champion and you're gonna hear me roar. Louder, louder than a lion" (Perry 15-16)
