We can't make trade laws if we are still under the Articles of Confederation!

We need a government that strong, but doesn't have control over everything.
In September of 1786, delegates from 5 states meet in Annapolis Maryland to discuss the topic of establishing trade laws, although they knew that this wasn't possible while under the Articles of Confederation. Alexander Hamilton told all the states to send representatives to Philadelphia to discuss these changes.
There were many famous men at the Philadelphia meeting including George Washington, Benjamin Franklin, & James Madison. Thomas Jefferson & John Adams couldn't make it, but they wrote to them encouraging them.
It's not very fair for those with smaller staes though!
Virgina Plan sounds great for us large states!
All 29 delegates arrived May 25 1787, but didn't know if they were going to design a whole new government. They all knew they needed a strong government that could protect their rights, but not control everything. People started to realise this was what they needed in 1787.
We need a comprimise!
George Washington was nominated as president of the convention, so at the next meeting they could start to make rules for the convention. Their rules were to consider all ideas, not be pressured by politics, & able change sides during a debate. They also decided to keep it a secret by making sure all windows were closed & the doors were guarded.
A man named Randolph suggested a plan known as the Virginia Plan. He said the national government could have 3 branches of government, legislature, excutive, and judiciary. Legislature could have 2 houses (number in each was determined by states population or welth) They cpuld "levy taxes, regulatecommerce, and make laws “in all cases where the separatestates are incompetent" Large stated like it small states didn't.
William Paterson told the othrs of a plan now known as the New Jersy Plan. The legilacher long had 1 house & each state would have one vote. Plan did give powers like regulateing trade & raiseing money by taxing foreign goods, but Virginia plan gave more powers. This they liked. They decided to comprimise and had all states have the same number of votes in Senate, representation was set up according to population. July 16, 1787 it was passed.
