  • The congress shall sign these important articles
  • They are making us sell our land and livestock!
  • Do you think we should have a two house congress?
  • The Articles of Confederation, was the very first constitution of the United States. They gave the Congress several important powers. But, it didn't end up working out so they had to create a Constitution.  
  • This is not fair that we are only counted as 3/5 of a person!!
  • Shay's Rebellion was where farmers needed change. They were not getting paid enough to pay debts. So, the judges ordered the farmers to sell there land and livestock. This is one of the reasons why we need to Ratify the Constitution. If we don't ratify it, we will have to continue to sell our land/livestock. Because of this rebellion, they called for the Constitutional Convention. 
  • I will trade you this slave for that one.
  • The idea that the United states needed a two-house congress was called the  Great Compromise . The first house, the House of Representatives, would represent the people. The second house, the Senate, would represent the states. We need to ratify the constitution, because  we need fair laws that create equal rights for the slaves and the people.
  • The Constitution is Ratified. 
  • These men are upset and angry, because the government only counts slaves as 3/5 of a person. They are not fully counted for votes. We need to ratify the constitution, because it is unfair for slaves that there votes are not counted for a  full person. This was called the Three Fifths Compromise. 
  • This act was called the Slave Trade. Congress could control trade, but could not tax imports or interfere with the slave trade for 20 years. So, people could trade slaves and the government could not do anything about it, and they definitely couldn't tax imports.
  • The Constitution has been approved. The Articles of Confederation did not work out, because the Congress could not impose taxes. The Articles had a lot of weaknesses. So, therefore the Constitution was approved to create not only strong government, but a fair, safe government.
