  • In 1786 a series of events began that would make a new government. In september of that year delegates from five states had a meeting in Annapolis. To talk about trade among the states. They had high tax on most of their stuff. They think that making a trade law would help this.

  • The 55 delegates to the constitutional convention as the philadelphia meeting became know. About half of them were lawyers the other half was planters,merchants, and doctors. Three-fourths of them had been representatives in the continental congress. America's most famous men were George washington and james madison.

  • Most of the delegates arrived at the constitutional convention without a clear idea of what to expect. Back in 1776 many american thoughts that government was in the main threat to people's rights. As a result the government that could be maintain order.

  • They need to elect a president, Robert Morris nominated George Washington sue to him being respected. Every delegate voted for him. He set a dignified and serious tone for the the convention. On the next meeting they decided to decide on rules for the convention. The did  want to be pressured by the politics.
  • May 29th delegates started to work on the the designing of a new national government presiding over the convention. George realized that Edmund Randolph was first speaker. He had a plan and it was known as the virginia plan. Madison, Randolph, and other virginia delegates  draw up a plan while they waited for the convention to start. The virginia plan had a government with 3 branches.
  • In response to the virginia plan New Jersey delegate William Paterson Presented an alternative on June 15. The New Jersey Plan called for a legislature and each state would get one vote.
