The man who created the underground railroad was Jhon P. Parker. He was also a black slave that had earned his freedom and created the underground railroad to help other slaves escape too.

People were confused, they didn't really know then about any underground railroad. They had only heard rumors about it and then even the people in charge of black slaves wondered if there was really any underground railroad. Since many slaves were escaping at the time they didn't wonder anymore and well investigated.
In the 1830's they hired men to track black slaves down and sell them back into slavery again.
The fugitive slave acts were so that any slaves that were free the ones that had escaped then they would be returned if found and anyone who try to defend them they would be pressed with charges and I don't know what kind of charges they had back then,
