  • Only a member of Congress may sponsor a bill, thus anybody with an idea should contact them before the bill is written.

  • If the member of Congress agrees with the issue, he or she will start to draft the bill

  • Bill is then sent to the house of representatives for the bill to be evaluated
  • The bill receives a number that is referred to a specific committee where it is carefully examined and its chances of passage by the entire Congress are determined.
