  • Anti-social minority grow in number and their behaviour drives away law abiding families. Those who wish to enter are relatives of anti social families.
  • The estate has 'tipped' and becomes increasingly regarded as a problem estate. Those who are able to flee, do so. In B&Bs analysis Gardenia had tipped whilst Stonewall had not.
