In the late 1780's France was in a feudal society. Where the kings/ nobles are in charge while the peasants work for them.
Louis the 16 called the for a meeting with the Estate General. That includes all 3 Estates the clergy, nobles, and the peasants. Louis the 16 called the meeting because he was trying to get his tax reforms passed. That would be total financial crisis. Each estate had the same amount of representation. The nobles didn't agree to this though.
The 3rd estate which included the bourgeoisie were locked out of the national assembly. They went and did the tennis court oath pledging to not back down/ revolting until and new constitution was made.
