A third normal address makes a request while the other two continue to spout a seemingly endless request. This is a botnet attack, where normal computers are controlled from a central computer to flood a server with requests.
The server owner notices that their server is running slow, realizes that their server is being attacked, and quickly thinks of a solution.
The server owner sets up the server to redirect requests that are taking too long or have improper syntax to a blank server.
The bots are redirected to a blank server, and can do nothing.
