I think the criminal is using propaganda to promote his fake news. He is using highly biased information to persuade the public. Similar to advertising.
They are using incorrect information to make others agree to their idea. Some propaganda techniques I saw were the bandwagon appeal, faulty analogy and hasty generalizations. For advertisement, they might include slogans and flyers. These ways made people want to think towards their idea.
And this is important because people may get mislead by the incorrect info.
