Because western farmers found it too costly to transport their grain across the mountains to sell in eastern cities Settlers living west of the Appalachian Mountains reacted angrily to the tax.
Farmers would rebel by refusing to pay taxes and tar and feathering the collectors.
Congress decided to eventually lower the tax, some farmers started to pay but others were still upset. George Washington sent his troops there to scare them, and eventually, they all paid.
