  • More and more people are getting bullied in schools because the bully's are finding opportunities to bully knowing that there are no school administrators nor teachers in the hallways. I feel like there should be more adults in the hallways so they can help prevent bullying and we can stop bullying all together.

  •  A concerned citizen has sent an email that made representative Adams encouraged and wanting to help solve this. The General Assembly members requests The Legislative Services Commission's Bill Drafting Division to draft bills.
  • "I believe this bill should be passed because it will make students feel safer in schools knowing that more adults are watching them..."
  • Rrepresentative Adams presents the bill to the whole General Assembly so it can be considered. The presiding officer announces "Introduction of Bills and Resolutions." Any member already filled the bill with the Principal Clerk the previous Legislative day when it received a bill number. The Reading Clerk reads the name of the introducer, bill number, and bill title. After this, it passed its first reading.
  • We like the changes.
  • The Chair of the Rules and Operations of the Senate Committee and the Speaker of the House of Representatives names a committee to which the bill will be assigned to for a cafeful study and recommendation. The bill is placed on the calendar if the committee approves the bill for consideration by the full body. Amendments may be recommended. 
  • The Chair recognizes the sponsor of the bill. That person explains the bill and any member wishing to speak for or against the bill speaks. After this, a vote is taken. If most are in favor of the bill, it has passed its 2nd reading and moves on to its 3rd and final reading. After it has passed its final reading in its original house, it is sent to the other house where it goes through the same process as the first house. The bill gets referred to a committee. If it's approved, it's debated and voted on the 2nd and 3rd readings on the floor. 
  • Often, the second house makes changes in a bill that is passed by in its original house. If the bill does not get concurred by its original house, the bill is ready to be signed into law. If the original house doesn't like the changes from the other house, the two presiding officers can appoint members to a conference committee which looks to see the differences between the houses. If the committee can agree upon the changes, the bill can be assigned into law. 
  • After the bill is passed by the houses and is rewritten including all the amendments, the Governor can either sign it into law, veto it, or if the Governor doesn't do anything, it automatically becomes law. If the General Assembly is suspended, the Governor is required to do something within 30 days. If they veto the bill but the General Assembly is not in session, they have to rejoin the General Assembly.
