  • We believe that slaves should not be counted as population, but should be counted for tax.
  • Slaves will now be counted as three-fifths population and three-fifths taxes. Do we have an agreement?
  • Fine, at least we get some representation.

  • The smaller states want equal representation because then the bigger states will get all the control.

  • We want proportional representation because then we get to decide what happens.
  • There will be equal representation in the lower house, but there will need to be proportional in the upper house.
