One of the main reasons The Terror began was because of high prices and shortages of food. Financial problems also contributed to the start of The Terror.

The committee enacted a number of laws such as the "the Law of Maximum"which set maximum prices for food, the "law of suspects" which limited judicial for those accused of a crime. They also created a committee of public safety to help protect us and help the government. The committee also created laws for equal inheritance.
Thousands of people from the lower class known as "San Culottes" marched to the convention to demand drastic action against hoarders and other enemies of the revolution and the convention agreed immediately.

Violence and excecutions were to be taken against enemies of the revolution . People who were against the revolution would be executed by the San Culottes and former nobles were arrested and tried if they had not demonstrated loyalty to the revolution.
The sans culottes arrested or killed citizens of Paris who had done nothing wrong except for express their opinion. The terror was called the terror for a reason, people were terrified and scared.
About 16,000 were tried and sentenced to death. Up to 500,000 went to prison as suspects. As many as 10,000 may have died in prison because of poor conditions.
