The bill i am talking about is reoffending drunk drivers.
The Bill is being drafted by a competent person. The Legislative services Commission's Bill Drafting Division drafts a bill at request of a member from the General Assembly. The Office of the Attorney general can draft Bills for the state departments and agencies. The legislators have two separate offices to which they may draft bills to.
A member of the General Assembly may introduce a Bill who is called the sponsor. At the right time during the day the presiding officer announces "introduction of Bills and Resolutions". The principal clerk will fill out the bill with whoever wants to introduce it. The reading clerk reads the bill number, the name of the bill an the bill title. At this point the bill has passed its first reading.
When the bill is introduced, the chair of the rule and operations of the senate committee for senate bills and the speaker of the house of representatives for House Bills name a committee to which the bill will be assigned for study and recommendation. If the committee approves any bill it reports this fact and is placed on the calendar. Changes to the bill called "Amendments" may be recommended,
when time for consideration the chair will recognize the sponsor of the bill, that person will explain the bill. Members can speak up against the bill or to for the bill. After all speaking is done a vote is taken. If votes are favorable the bill is said to have passed it's second house reading moves to the third which is more debating. After it passed the third house reading it goes to the other house to go through the first houses process. And if approved it's debated,voted on at the second and third readings of the floor.
