Storyboard Text

  • So I heard that states are arguing about representation. They don't know about slaves.
  • The slave states want them to count in their representation in congress.
  • The free states don't think they should count. They don't have slaves
  • I think that the states should compromise.
  • The states should have slaves equal three fifths of a person.
  • Now, the states can get the representation they need in congress.
  • There is a lot of problems going on at the Constitutional Convention.
  • The smaller states want equal representation in Congress, while the larger states want representation equal to size.
  • They have to choose some way and make a compromise so that the big states have don't have too much power.
  • But, if they have equal representation, the big states might leave the USA!
  • What if they split Congress up into two houses, one where the representation is equal to size, and one where it's just equal.
  • Then the states have the representation they want.
