Storyboard Text

  • Student X from East-view High School found dead as result from overdosing. The requested investigations show that he had been bullied for several years.
  • Local Student Dead
  • I agree with this bill.
  • I think it needs more.
  • I think this bill will help prevent future bullying.
  • After reading this local article about a result of bullying, she decided to create a bill to help prevent bullying. She wants offenders to go to counseling, pay a fine, and to serve community service. Multiple time offenders my even serve time in jail. She sends the bill to the Bill Drafting Division to have the bill drafted.
  • Counseling is a good idea to prevent bullying.
  • I agree.
  • The bill goes through it's first reading. McElraft introduces the bill to the General Assembly. Then its sent to the House Committee on Education to be studied and considered. The committee approves the bill and the bill is then put on the calendar.
  • The first House will then put the bill up for debate. Anyone who wants to go against or for the bill will be heard at this time. A vote is taken after the debate is over. The bill has now passed its second reading.
  • Then it passes its third reading after more debate. Its then sent to the other house to go through the same process again.
  • The second house often makes amendments, or changed to the bill. After this its sent back to the first house to be looked over. Its then sent to a conference committee to be overlooked.
  • The bill is enrolled after it is passed in both houses. Then the enrolled copy is taken to be signed by presiding officers. The bill is then ratified. Its now a law.
  • As of now, this bill is a law.
