  • North
  • No! Having to pay less taxes than the South would be nice but representation in Congress is a lot more important than any taxation issues.
  • Do we want to count slaves as part of the population for representaion?
  • Yes! We really would benefit from that extra representation and we don't care (as much) about the money! We've got plenty of it!
  • South
  • They decided to make a compromise that would get both North and South to sign the new Constitution.
  • If we want this nation to be equal, we both should have equal representation!
  • Get some slaves and then we'll talk! We've worked hard to get those slaves and we should get something for it.
  • The slave population will be divided into 3/5, so three of the five will be counted as population of the state and three of the five will be used to determine taxation.
  • Large states
  • Obviously, Proportional. The states with the more people should get more representation to represent everybody's different opinions.
  • I believe we should all have equal representation! No state should have more power over another state even if they are bigger!
  • What about an equal or proportional representation in Congress?
  • Small states
  • The only possible way to solve this is to have bicameral representation. That way with two houses we both get what we want
  • In a meeting full of compromises, they made another compromise.
  • Ya! That would be great! Wait a second, why not? We'll call it the Great Compromise! There can be equal representation in the upper house of Congress and proportional representation in the lower house.
  • The Great Compromise made it so there would be a two house legislature. The first part would be the Senate and that would provide equal representation for the small states. The second part would be the House of Representatives giving the larger states proportional representation based on population.
