Storyboard Text

  • More people are being represented, their views should have more representitives in congress.
  • It is unfair that larger populations receive the same representation in Congress as small states.
  • Ya, we want representaion to Congress based on population
  • We want a two house biocameral legislature
  • Virginia Plan
  • Just because a state has more people doesn't mean they should have more power in congress.
  • New Jersey Plan
  • We need equal representation!
  • Ya...with equal representation in congress!!
  • We want a one house unicameral legislature
  • The Great Compromise
  • Yes! That's perfect!
  • Sounds Good!
  • How about we compromise! We will have a two house bicameral legislature, equal representation in the upper house of congress (senate) and the representatives in the lower house will be proportional to population.
  • Southern States
  • However, we should be able to have our slaves counted without being taxed.
  • Slaves should be counted as population to determine representation in the house of representatives.
  • Northern States
  • Slaves should not be counted as population to determine representation in the house of representatives
  • But, they should be counted for the purpose of taxation
  • How Wonderful!
  • The 3/5ths Compromise
  • We shall compromise! 3/5ths of all other persons will be counted for population and 3/5ths will be counted for taxation. We shall call it the 3/5ths compromise.
  • Great!
