  • While attending the Constitutional Convention, the delegates brought up two main ideas; proportional representation for the larger states and equal representation for the smaller states.
  • Small States
  • Large States: Virginia Plan
  • We want a unicameral legislature! Our number of representatives should not depend on our population!
  • We want a bicameral legislature! Our number of representatives in each house should depend on our population!
  • Small States: New Jersey Plan
  • Large States
  • Finally, they came to an agreement. They would have two houses. A Senate for equal representation and a House of Representatives for proportional representation. The Senate would have an equal number of representatives from each state while the House of Representatives would have one representative for every 30,000 people in the state.
  • Small States
  • Northern States
  • 3/5 Compromise
  • The only reason you want your slaves to count is so you can have more votes!
  • We demand that our slaves count as part of our population!
  • Southern States
  • Slaves should not count for representation nor should you be able to export and import them!
  • If you abolish slavery we will refuse to sign!
  • In the end, the North and South came to a compromise. The South would only be able to count 3/5 of their slaves for representation. As for the Slave Trade, the South would have 20 more years but after 1808 it would become illegal.
