  • Representatives from all states came to discuss how much of a say that their state should have in the government.
  • Southern States: "When counting the populations of the states, our slaves should be counted in our population. But, when it comes to taxing, everybody should just ignore our slaves."
  • Northern States: "Your slaves should definitely not be counted in your population if your not going to count them in your taxation. It's not fair to the North."
  • "And, if we agree to represent slaves as 3/5 of a person in the population, we also have to count them as 3/5 of a person when it comes to taxation."
  • Roger Sherman: "Okay, because we aren't agreeing on any solutions, maybe when it comes to population we should count slaves as 3/5 of a person instead of a whole person."
  • Northern States: "We agree with this proposal because, not only does the South not get to count all of their slaves in the population, but they also have to pay some taxes for them."
  • Southern States: "We agree with this proposal because, not only do we get to count most of our slaves in our population, but we also don't have to pay full taxes for all of our slaves."
