  • In Independence Hall, the southern states believe slaves should be counted towards their population but northerners believe that will give them too much power.
  • No slaves will mean no power?
  • Why should they have more power?
  • Not right
  • I just want to leave.
  • Unfair
  • North Carolina deserves more power!
  • Are they not people?
  • Here in Virginia we believe slaves should count but not have rights.
  • Us New Yorkers think it's crazy how you want power because you treat humans as property.
  • James Madison had a plan that worked for both sides.
  • What if 3/5 of the slaves count from the south. That way they will have power, but not too much.
  • The larger states and smaller states argued over how they should be represented in national government. Larger states believed the Virginia Plan was the way to go: government is proportional. Smaller states believed they should have equal representation; they sided with the New Jersey plan.
  • We might have less people, but we have different needs than the larger states. We want equal representation.
  • We want proportional government. If we have more people in our state, we should have more power.
  • The smaller states all ganged together to support equal representation. On the other end, larger states grouped together to have representative government.

  • The Senate was created in order to have a system for the smaller states. The senate is equally represented by 2 people from each state.
  • House of Representatives
  • The House of Representatives is proportional to the population of each state. The House has a little more power over the Senate.
