Phoenix(Cassy) and Everest(Dakota), get into a fight when Phoenix lights a fire on the Space Needle. Because of their combined collateral damage, they almost get arrested. When Cassy escapes to her dorm, Aaron, her brother, meets her and tells her Aleksi, aka Kulta, wants to speak with her. She flies to his dorm in costume.
Aleksi and Cassy talk about the spree killings of political representatives outside of his dorm, and try to figure out what they have in common. So far, all they have is that all of the people who have been killed are pro-super ban, which means anyone with superpowers must keep them hidden, or try to get them altered. Aleksi mentions that he is worried about his father, who is also pro-super ban. After that, Cassy flies back to her dorm.
When Cassy is in her debate class with Ms. Heinle as the professor, she gets into a fight with a student named Griffin based on the rights of people with superpowers. Griffin thinks that the should be forced to wear ability restrictors. Ability restrictors cause great pain to the wearer, and they slowly sap their powers. Cassy thinks that it is unethical to force someone into pain. Griffin argues that allowing people who can destroy things at will shouldn’t be allowed to run free, which angers Cassy enough to make her punch him. She gets stopped by Dakota, who she then, in flurry of anger and confusion, punches him.
As Cassy and Ms. Heinle are walking to the office, they get stopped by two other teachers; Mr. Sallow and Mr. Alston. They discuss the dealings of the White Charge, the main crime syndicate in the city. Cassy finds out that they are the White Shock, the elite group that runs the White Charge, and they talk about how Cassy’s tuition is paid as long as she stays in the syndicate. She gets released by the teachers to do the homework she is behind on.
The next morning, after a long night of doing late work, Cassy is exhausted, and only notices that the White Shock is gone after Valerie, her best friend, mentions that Mr. Sallow is gone. Cassy is concerned, of course, with all of the spree-killings happening, but when she goes to tell Aleksi about the teachers, she notices that Valerie got to him first.
When Cassy sees Valerie comforting Aleksi, she gets very concerned, but leaves them be. She later tells Dakota about it, and he says that he saw news on another spree-killing, but didn’t look into it. When she reads the article, she realizes that Aleksi’s father, Aake af Schulten, who has also cared for Cassy over the years, was murdered. Overcome rage and denial, she attacks the people-filled Children’s Museum as Phoenix.
