This is because of the mitzvah of Leket.
When someone owns a field and are harvesting it, it is a mitzvah to leave the parts of the harvest that have fallen
The mitzvah of Leket was shown in the book of Ruth
When Ruth and Naomi came back to Bethlehem, they had no food, so Ruth decided to work on a field where she was given food from the harvest

Are there any other mitzvot?
Yes! There are 2 mitzvot to do with the grain in a field and 2 that describe a vineyard
The first mitzvot of grain requires a corner of the field to not be harvested this is called Pe'ah. The second mitzvot is Leket which I explained earlier
The other mitzvot are to do with a Vineyard. The first mitzvot is called Oleot meaning the grapes on the tree must be left for the poor. The second is called Peret. This is when the fallen grapes are left
