I believe that God made me emperor in order to do his work on Earth!
I say declare that only other Popes and I can declare bishops. Also, I can dethrone the emperor if I would like to.
Charlemagne was a devout Christian who tried to rule in a Christian manner. When rivals tried to blind the Pope and remove him from office, the Pope came running to Charlemagne. Charlemagne protected the Pope, and the Pope crowned him emperor.

Charlemagne believed that God made him emperor to have him do God's work on Earth. Pope Leo believed that the Church had made Charlemagne emperor. These views led to a clash between the emperor and the Pope.

Pope Gregory claimed only he could choose bishops. He even claimed that he could even dethrone the emperor! King Henry IV was not happy with these changes.
The Concordat of Worms is officially signed!
Despite what Pope Gregory said, King Henry IV named his own bishops. Also, King Henry IV tried to remove Gregory from his Pope position. The Pope was infuriated!
Pope Gregory responded by excommunicating King Henry IV! Excommunicating is excluding a person from a church or religous community. The people of Europe responded to this conflict by picking sides.
Finally, the conflict between King Henry IV and Pope Gregory ended when the Concordat of Worms was signed. The agreement gave the Church the sole ability to appoint bishops. Then, emperors were given the power to give fiefs to bishops to try to win their loyalty.
