  • Since the congress was so weak do to the Articles of Confederation, places, such as New York, would put taxes on things that came from other states
  • But this came from Connecticut!
  • That would be $5 plus tax
  • Because of the Articles of Confederation not working out, money was a big problem and a lot of times, farmers had to sell their farms. Because of this there was Shays' rebellion and that helped the country see that the Articles of Confederation weren't working.
  • You made us sell our farms!
  • When the states were trying to come up with a new way, better than the Articles of Confederation, Virginia proposed that the number of people in Congress would be represented by state population and the big states liked this plan. However, the smaller states wanted to have the number of people in Congress represented equally so that they wouldn't be overrun by the big states.
  • We should have the number of people represented by state population!
  • We should have the number of people equal for each state!
  • In order to make a better way than the Articles of Confederation, they made the Great Compromise
  • We will make 2 houses in Congress. One will have numbers decided by state population and the other will have 2 representatives for each state
  • When they were deciding what slaves would count for, the south wanted them to represent for the population while the north wanted them to count for property tax. Finally, they said that a slave would count as 3/5 of a human.
  • They should be counted as the population!
  • They shall be counted as 3/5 of a human!
  • They should count for property tax!
  • When they didn't know how to elect a president, they were going to let the people decide but then it would have been that people would elect for the people that came from their states. Finally, they came up with the electoral college where the people elected for that position would elect the president due to the popularity of the president in their state.
  • How are we going to elect a president!?!?
  • We'll make the electoral college!
