Proposed by William Patterson and was a response to the Virginia Plan. It was a unicameral legislature with equal representation for all states.
Bicameral Legislative Branch
The agreement/response based upon the Virginia Plan and the New Jersey Plan. This compromise combined factors from the VA and NJ Plan. The House of Representatives (Lower House) would have members based on the states population (the bigger the population the more representatives). The Senate (The Upper House) has an equal amount of representatives per state regardless of population.
Proposed by Edmund Randolph which supposed a bicameral legislature. Plan was drafted by James Madison. States would get votes based on population (not all equal votes like the NJ Plan)
Creation of Bicameral Legislative Branch led to representation of the House of Representatives and the Senate. Each state would be represented equally in the Senate and in the House of Representatives would be represented by the population.
The population of slaves would be counted as three-fifths in total when trying to figure out the number of representatives for each state. 3 out of every 5 African American slaves were counted in the population.
Created by the Constitution, a body of elected representatives, created for the purpose of elected the President and Vice President of the United States. This insured that it would not be a direct election and that only qualified individuals were elected.
