  • Yes, give the states the power.
  • We need to create a weak central government.

  • We have come to collect the taxes.
  • Please give me more time !
  • We won't stand for these taxes!
  • Burn the tax records!
  • We need to be able to enforce laws
  • We created a weak central government, so the government didn't have too much power. We called this The Articles of Confederation.
  • We need a congress with more power.
  • So it is decided that we will make a new government called the Second Continental Congress.
  • This soon failed because the articles had no money, and noone to their enforce laws. So they decided to raise taxes on people like  Daniel Shay.
  • Maryland citizens mobbed the courtroom to burn the tax records.
  • People who were invited were the founding fathers George Washington, John Adams, Benjamin Franklin,Alexander Hamilton, John Jay, Thomas Jefferson, and James Madison.  The Articles failed because they didn't give Congress and the National Government enough power.
